Good Point

Via CalClip.tv, this video clip shows Sen. Tom McClintock discussing the magnitude of the current budget crisis in support of SB 1492. What I found particularly interesting were the comments of Sen. Paul Torlakson (D – SD 7). His comments begin 1:16 into the video and the following is my transcription, so any errors can be blamed on me:

…a thousand schools to four thousand schools with the Prop. 49 money. So to just suspend that when this partnership has been created, where school attendence is going up, discipline problems are going down, crime in the community is going down, is not logical to me. When we make a deal or partnership with our communities, and say you have long term, continuous funding, I think we need to live up to that partnership, that agreement between the legislature and [the communities].

I think that Senator Torlakson has articulated an important perspective that should be carefully evaluated in the context of proposals to remove Enterprise Zones from communities that have received prior commitment from the State.
