There will be a hearing for SB 103 today in the Assembly Appropriations Committee, here is the most recent bill analysis.  The bill seeks to add onerous and redundant public disclosure and reporting requirements for basically any local economic development expenditure.  It passed the Assembly Local Government Committee on July 3.
